President / Vice President / Owners
Our President and Vice President are experts in their fields, with extensive knowledge and experience in mass grading, underground utilities, base and paving, demolition, septic tanks, and concrete work. They are passionate about their work and are constantly seeking out new technologies and techniques to improve their skills.
Steven Eugenio
Steven Eugenio is the founder, 100% owner, and CEO of Rove Engineering, Inc., a general Engineering contractor a headquartered in El Centro California. He has over 20 years of experience in the construction industry, working on projects
primarily in Southern California and the Arizona area. Rove is a heavy civil engineer contractor specializing in fine mass grading, underground wet utilities base and paving, Highway paving, demolition, septic systems, and structural concrete.
Yessenia Eugenio
Project Managers
Our project managers are seasoned professionals who have a proven track record of success in delivering complex construction projects. They work closely with our clients to understand their needs and requirements, and they manage every aspect of the project to ensure that it is completed on time, on budget, and to the highest possible standards.
Carlos Villarino
As a civil engineer Carlos possess many of the qualifications and skills necessary to provide technical management to complex projects. His experience in grading, underground wet utilities, asphalt paving, and concrete work allow him to provide innovative solutions, manage, minimize budget and meet deadlines for construction projects.
Frank Duffy
Responsible for providing technical engineering and cost information to ensure construction work complies with all engineering standards. Interpret design/drawings for craft workers installing material to ensure specifications are followed. Research and recommend resolutions to drawing interpretation problems, conflicts, interference, and errors, to verify that all completed work complies with applicable codes, drawing and specifications.
Clerical
Our team comprises the most talented and capable individuals in our industry. We handle tasks such as maintaining office systems, supervising staff, preparing payroll, controlling correspondence, reviewing and approving supply requisitions, and overseeing clerical functions.
